This regulation will authorize the
Service to establish a conservation order for the management of
mid-continent light geese. It will allow State wildlife management
agencies to establish a mid-continent light goose management
program. The program is designed to provide biologically sound and
more cost effective and efficient overabundant migratory bird
population management and could preclude the use of more drastic
direct control programs.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
