Terms of Clearance: Before resubmission of this ICR, the Agency should address the public comments received on the associated rulemaking as they relate to this collection and describe its response in the final ICR package. EPA should also review the categories and the associated burden estimates to assure that they reflect the paperwork requirements contained in the final rule. EPA should provide a more detailed explanation of the wage rates and the source of the wage rate estimates. Burden reductions associated with the exemption of Lead-Based Paint Debris from RCRA Subtitle C requirements should not be deducted in this ICR but instead should be recorded by a change to the appropriate RCRA ICR.
