The 27,245 burden hour change in this collection was classified as a program change (reduction). We question whether in fact it should be an adjustment. The reduction is associated with the trasition phase for Part 119. When this is completed and fewer people are affected, should this not be an adjustment. We realize we have been treating similar one-time requirements as program changes when they expire for other collections. However, the merits of this treatment need to be evaluated.
