Security programs, proposed by amended
rule to 14 CFR part 129, set forth procedures to be used by foreign
air carriers in carrying out their responsibilities involving the
protection of persons and property against acts of criminal
violence, aircraft piracy, and terrorist activities.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
