Section 214 of the Communications Act of 1934, as amended, requires that the FCC review the establishment, lease, operations, and extension of channels of communications by interstate common carriers. The information received in applications from dominant carriers is used to determine if the facilities are needed. The information received from non-dominant carriers is used to monitor the growth of the networks and the availability of common carrier services. The Commission issued an NPRM which proposed to eliminate certain filings pursuant to the Telecommunications Act of 1996.
