The agency should review its burden estimates and explain why the Bureau of Land Management estimates the burden for developing a plan is 32 hours against the Forest Service's 2.5 hours. In addition, the agency should review whether it should be collecting a Taxpayer Identification Number in order to comply with the Debt Collection Improvement Act.

A plan of operations provides proposed mining information so that environmental impacts can be anticipated and minimized to the extent practicable. It establishes a basis/procedure for management of surface disturbing activities for authorized operations. The Forest Service can expect serious, long lasting, and unavoidable adverse impacts to surface resources without this data collection.
