OHA and MMS are proposing to amend
regulations concerning the conduct of administrative appeals. The
Secretary is responsible for the collection of royalties from
leases producing minerals from Federal and Indian lands. When
noncompliance is identified, MMS issues an order to gain
compliance; these orders can be appealed. RSFA provided time lines
and other changes to the current appeals process involving Federal
oil and gas leases.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
