Abstract: OHA and MMS are proposing to amend regulations concerning the conduct of administrative appeals. The Secretary is responsible for the collection of royalties from leases producing minerals from Federal and Indian lands. When noncompliance is identified, MMS issues an order to gain compliance; these orders can be appealed. RSFA provided time lines and other changes to the current appeals process involving Federal oil and gas leases.
