The Federal Oil and Gas Royalty Management Act of 1982 (FOGRMA), 30 U.S.C. 1701 et seq., states in section 101(a) that the Secretary "...shall establish a comprehensive inspection, collection, and fiscal and production accounting and auditing system...." In order to accomplish these tasks, Indian lessors need a procedure for requesting the Secretary to issue orders for payments or reports. MMS has developed a proposed rule at 30 CFR part 242, subpart C, to establish procedures for requesting orders. The information collected from Indian lessors will be used to meet the requirements of FOGRMA.
