contains, at a minimum, the following information: (a) the results
and conclusions of this study are not nationally representative;
(b) this is an exploratory study of six "hub" airports, the main
purposes of which are to assess the efficacy of the survey
instrument in soliciting information on adults traveling with
infants and children under the age of two. The study results could
not be used to support policy changes, in the absence of follow-on
efforts that would contain an adequate survey design (including use
of a random sample of airports, a random sample of travelers, and a
response rate of at least 80%) that would make the results
generalizable to the po pulation of interest. See attached

This is an opinion survey of parents
flying with small children, intended to determine their views on
child safety seat use when flying commercially, as well as their
views about paying fares for small children.
On behalf of this Federal agency, I certify that
