Abstract: The purpose is to "evaluate the impact of Neighborhood Networks (NN) on low-income families living in HUD-insured and assisted properties." More specifically, to determine the extent to which on-site access to computers and training resources influences the self-sufficiency, employability, and economic self reliance of clients.
