The agency
failed to respond to previous terms of clearance which requested
that agency explain why more than one original and two copies were
required to be filed. The agency is reminded once again of the
requirements of 5 CFR 1320.5(d)(2) which states that OMB will not
approve any collection of information which requires more than one
copy and two originals of any document unless the agency
demonstrates in its submission that such requirement is necessary
to satisfy statutory requirements or other substantial need.

Form F-X is used to appoint an agent
for service of process by Canadian issuers registering securities
on form F-7, F-8, F-9, or F-10 or filing periodic reports on form
j40-F under the Exchange Act. The proposed amendments to form F-X
will require that non-U.S. entities that file form CB in connection
with an exempt tender offer, rights offering, or business
combination must also file form F-X.
