Approved as amended by and consistent with DOL's memos and revisions of 1/13/99 and 1/21/99. In addition, the following terms of clearance apply: 1) OMB notes that DOL violated l terms of clearance for OMB# 1205-0385 (quaterly reports). Specifically, DOL failed to: submit to OMB the DOL portion of the HHS participant data reporting package, which was to include a common reporting form that encompasses all the elements that HHS proposes to collect as well as the elements DOL proposes to collect, and DOL's proposed strategy for collecting participant information from competitive grantees. As a condition of this approval (1205-0399) DOL will submit those materials to OMB immediately. 2) DOL will work with Census in the future on the feasibility and advisability of coordinating the WtW initiative with the the Commerce Department's 2000 Census enumerator hiring plans. 3) DOL will, in future SGAs, investigate the possibility of electronic submission. At the very least, DOL will, if possible, allow respondents to submit applications on a computer diskette. 4) Future SGAs will require at a maximum, an original plus 2 copies of the application, unless DOL provides compelling reasons for necessitating more.

The Balanced Budget Act of 1997 authorized the Department of Labor to provide Welfare-to-Work (WtW) grants, which includes both formula grants to States and localities and competitive grants to local communities. These grants are intended to help support achievement of the welfare reform goals within the Personal Responsibility and Work Reconciliation Act (PRWORA) of 1996. Under the WtW grants programs, there is approximately 25 percent of funds not allocated by the formula grants (to States and localities) that will be awarded directly to the local governments, Private Industry Councils (PICs), political....
