regarding the changes it is making to all of the licensing forms
and how they will be transitioned to electronic filing.

to construct a new commercial AM, FM, TV, or DTV broadcast station
or to make changes to the existing facilities. The data is used by
FCC staff to determine whether applicant meets basic statutory
requirements to become a licensee.
