The New England Fishery Management
Council is proposing a Monkfish Fishery Management Plan (FMP) to
end and prevent overfishing and to rebuild this fishery. The
proposed measures include reporting requirements for vessel owners
and operators, as well as dealers, in the monkfish fishery. The
reporting requirements are necessary to enforce the management
measures of the FMP and to measure the consequences of the
management controls.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).

the proposed collection of information, that the certification
