following terms apply: 1) In providing the $150 payment to schools,
ED will specify that these funds are to be used to help alleviate
costs associated with the administration of the test. Further, any
remaining funds will be used for school supplies. 2) The next
submission for clearance of any TIMSS initiative will implement the
new race/ etnicity categories as outlined in the 10/30/97 Federal
Register. If this goal cannot be met, ED will include a strategy
(with specific time-frames) for implementing the new categories. 3)
Consistent with the PRA, ED's initial burden estimate has been
recalculated to factor out time associated with students completing
the cognitive portion on the TIMSS.

In order to provide international
benchmarks against which to measure the performance of American
students in mathematics and science, with comparisons of data for
1988-1999, and to measure progress toward the U.S. national goal at
being first in the world of mathematics and science in the year
2000, NCES wants to repeat TIMSS-S for the 8th grade in U.S.
schools in 1988.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
