The FCC should
review the requirements contained in Sections 43.51 and 43.53 under
their Bienniel review process to eliminate those requirements that
serve no effective purpose. Additionally the number of parties
effected by these requirements and the associated burden should be
updated to better reflect the state of the industry.

Section 43.51 and 43.53 of 47 CFR
require common carriers to submit reports so that the FCC can
monitor various activities of these carriers to determine the
impact on the just and reasonable rates required by the
Communications Act of 1934, as amended.
