Terms of Clearance: The FCC should review the requirements contained in Sections 43.51 and 43.53 under their Bienniel review process to eliminate those requirements that serve no effective purpose. Additionally the number of parties effected by these requirements and the associated burden should be updated to better reflect the state of the industry.
