The Commission finds that the public
interest would be served by providing for reduced "streamlined"
section 214 authorization to local exchange telephone companies
(LECs) against whom it is not enforcing the cable
television/telephone company cross-ownership ban and who propose to
construct a cable system in their service area if the LEC is
willing to certify to three facts pursuant to 47 CFR section 6316.
The Commission believes that, if these conditions are met, more
detailed individual scrutiny of section 214 applications would not
be in the public interest.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
