This rule imposes two new information
collection requirements. The first new requirement is the import
certificate as support documentation for exports destined to
convention signatories. The ultimate consignee obtains this import
certificate from the Government of the importing country and
transmits the orginal to the U.S. exporter. Without an import
certificate, BXA will not approve the license. The second new
requirement is the imposition of a licensing requirement for
firearms convention items destined to Canada, a convention
signatory. Previously, such items were exported to Canada without a
license.
