Approved as amended by and consistent with DOL's submission of 4/7/99. In addition, the following terms apply: 1) OMB notes that this approval applies only to the pretest. Specifically, the pretest will provide DOL with the opportunity to test certain incentive systems to assess its effect on response rates. Further, the pretest will also allow DOL to further refine items on the questionnaires. DOL will submit to OMB, with the regular clearance package, all results learned from the pretest. 2) OMB further notes its concerns with some of the questionnaire items in that some of the examples used by DOL for the scaled questions could possibly be confusing or misinterpreted by respondents. Thus, DOL will seek to revise any questions that pre-test respondents have problems and/or confusion answering. 3) In developing the full scale data collection, DOL will make every effort to achieve a minimum 80% overall response rate. 4) DOL will seek to maximize use of web-based surveys to implement this collection for both the pre-test and the full scale. In the regular clearance package for the full scale data collection, DOL will report on web-based use during the pre-test, adjust the estimated electronic response rate as appropriate, and provide a strategy for improving the web-based process from pre-test to full scale.

The O*NET Data Collection Program will yield information from job incumbents on worker and job characteristics to populate the O*NET (Occupational Information Network) data base. O*NET is replacing the obsolete Dictionary of Occupational Titles and will be used for a wide range of purposes related to employment and training program administration, career counseling and development, training curriculum design, employment service job matching and referral, development of labor market information, rehabilitation and disability programs, and private sector human resources functions.
