6/18/99, 6/23/99 and 6/25/99. All revisions are attached to this
submission. The approved telephone survey and mail-out data
collection will only take place once. If a need for additional data
collection arises, it would be subject to OMB review. ERS will make
an electronic copy of the "mail-out" data collection available for
states that would prefer an electronic copy. As ERS agreed, the
survey instruments, both telephone and mail-out, will include the
OMB number and the burden estimate.

A telephone survey and mail-out data
collection form is being sent to all 50 States and the District of
Columbia to collect information about their respective employment
and training (E&T) programs. This information is compiled in
order to meet a congressional mandate to ERS to study how States
restructured their E&T programs in response to the changes
brought about by the Balanced Budget Act of 1997.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).

the proposed collection of information, that the certification
covers:
