Amendment 12 to the Fishery Management Plan for Surf Clams and Ocean Quahogs would require vessel operators in the fishery to obtain a permit. Currently all other fisheries in the Northeast U.S., except for summer flounder and bluefish, require such permits for management and enforcement purposes.
