Amendment 8 to the Fishery Management
Plan for the Atlantic Squid, Mackerel, and Butterfish Fisheries
would require vessel owners whose vessels exceed certain size
restrictions to obtain a processor permit if they receive mackerel
over the side of the vessel while at sea for at-sea processing.
Vessels over the size restriction cannot harvest Atlantic mackerel
and, without the permit, would not be allowed to posses mackerel.
Vessels that obtain such a permit must then comply with the
existing reporting requirements that apply to dealers in the
fishery. This clearance request is for the additional reporting;
the permit....
