The U.S. Fish and Wildlife Service was one of the four Federal land management agencies mandated to implement the program and evaluate its impact on the visiting public. We designed this study to scientifically evaluate National Wildlife Refuge visitors' reactions to changes in the fees and the impact the fees have on visitation.
