Terms of Clearance: Withdrawn by Dennis Lieberman and Ira Mills on 9/13/99. In withdrawing the package, DOL agreed to resubmit the package in a timely manner. The resubmitted package will contain the following: (1) DOL will fill out the table sent by OMB to DOL on 9/13/99. The table will reflect DOL's strategy for collecting participant data in the event that there are changes to the current law AND in the event that there are no changes to the current law. (2) In developing the scenario for data collection in shich there is no changes to the current law, DOL will analyze whether some data elements can be eliminated, consistent with the current law, based on the treatment of WtW as non-assistance in the TANF program. (3) DOL will submit a transition strategy for eliminating any and all duplication between the disaggregate participant form and the aggregate financial form.

Abstract: This request for emergency clearance of the WtW competitive grant data collection and reporting instructions, complementary to those required for States and Indian tribes at 45 CFR part 276, is necessary so that the Department may evaluate and manage the WtW program and provide Congress with reports relative to how the WtW funds were used, including specific outcome information on participants. The additional data elements for targeting, eligibility, and followup for both formula and competitive grantees will provide data to verify that the eligibility and target requirements in section 402(a)(5)(C)(ii)....
