EPA proposes to amend the Facility
Response Plan (FRP) requirements in the Oil Pollution Prevention
and Response regulation found at 40 CFR part 112 and promulgated
under the Clean Water Act for non-transportation-related
facilities. The main purpose of this proposed rule is to provide a
more specific methodology for planning response resources that can
be used by owners or operators of facilities that handle, store, or
transport animal fats and vegetable oils.
On behalf of this Federal agency, I certify that
