Abstract: Regulations implement Sections 2 and 3, Public Law 89-777 (46 U.S.C. Sections 817(d) & (e)) which require vessels with 50 or more passenger berths embarking from U.S. ports and territories to evidence with the Commission financial responsibility to indemnify passengers for nonperformance and to meet liability incurred for death and injury.
