Abstract: This information is needed for BLM to adminster its right-of-way program. The information will allow BLM to process plans of development for complex right-of-way projects, review and file location and project maps, adjudicate applications for reductions in cost recovery fees, properly assess rents on communication site rights-of-way, determine whether or not applicants are qualified to hold right-of-way grants, and properly determine the amount of fees that applicants and grant holders owe the United States.
