Abstract: BLM collects from holders of rights-of-way for communications sites on public lands the identity and type of use of any tenants. This information enables BLM to meet its statutory responsibility to collect annually from communication site grant holders the fair market value of the right-of-way. BLM uses the information to calculate the annual rent for the facility, based on the highest value use in the facility.
