Abstract: MMS will assist DOE in filling the Strategic Petroleum Reserve by transferring, from selected leases to DOE, the Government's royalty share of production, initially 28 million barrels of crude oil. The usual industry practice, when transferring or exchanging fluid minerals, is to communicate details of deliveries throughout the month and correct imbalances monthly. This collection consists of MMS directing its lease operators to carry out such communications as needed to deliver the Federal royalty production to an entity that will deliver that production or an equivalent amount and quality to SPR.
