Abstract: MMS will assist DOE in replacing 28 million barrels of crude oil released from the Strategic Petroleum Reserve (SPR) by transferring, from selected leases to DOE, the Government's royalty share of production. The usual industry practice, when moving fluid minerals, is to communicate details of deliveries throughout the month and correct imbalances at month's end and upon contract termination.
