estimates (16 hours for firms) in this collection and whether the
requirements for a safety and health program should be revised in
light of OSHA's work on a possible safety and health program rule.
As per DOL memo of 7-7-99, this collection was conducted prior to
OMB approval. DOL shall ensure that such future violations of the
Paperwork Reduction Act do not occur.

Roofing contractors working on
construction projects in three States were offered the opportunity
to apply for premier status under a pilot program designed to
foster voluntary compliance with OSHA's fall protection
standards.
On behalf of this Federal agency, I certify that
