Abstract: An operations manual is required for waterfront facilities that will be transferring bulk oil or hazardous materials to or from vessels. The manual establishes procedures for facility personnel to follow when conducting the transfer and in the event of a spill. Respondents are the owners/operators of regulated waterfront facilities.
