Terms of Clearance: This submission is approved as amended by 8/27 memo submitted by FNS to OMB. FNS will provide change pages to OMB by 9/15/99. The final report and use of the data regarding the 16 local programs will reflect that these programs were not selected at random. Therefore the findings will not be generalizable for all local programs. If FNS decides to change the sampling plan for the 16 local programs, this plan will be presented to OMB for review before the report is finalized.
