The agency needs to address a series of concerns including: - consistency between surveys; - consistency with OMB guidance on race/ethnicity; - sampling methodology; - duplication between these surveys and the National Recreation Survey recently approved by OMB; - survey and question design; - insufficent response rates; - consistency with other Forest Service efforts relating to customer service; and - consistency with other agencies' efforts relating to the fee demonstration programs.

Abstract: Under the Recreation Fee Demonstration Program authorized by Congress, the Forest Service wants to adequately respond to the challenge of charging fees for recreation services to recover costs associated with recreation services and to ensure the visitor has a satisfactory experience and that we are meeting the visitor's needs. With the goal of increasing efficiency, increasing public support, providing responsive stewardship or our natural resources, achieving quality standards, and yielding additional financial resources, it is necessary to make sure we fully understand and orient our programs to existing and future..
