As acknowledged
by NIH in its 8/30/99 memo, this study is exploratory and largely
qualitative. Because the sample is limited to internal medicine
physicians, findings are not generalizable to the whole physician
population. A broader survey is necessary should NIH want to make
conclusions about the whole physician population.

The study seeks to gather information
about the ways that physicians resolve ethical dilemmas that arise
in clinical practice. This will be a telephone survey consisting of
half-hour interviews of 450 physicians specializing in internal
medicine. The data collected is expected to be important as a basis
for health care institutions to develop structures and procedures
to assist physicians and other clinicians to resolve ethics
problems more effectively and for the benefit of patients, research
subjects, and their families.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
