7/30/99. OMB commends SAMHSA for its close coordination with
States, and this clearance is conditional on SAMHSA continuing this
dialogue, especially with NASADAD, in light of the fact that the
key performance reporting continues to be voluntary on the part of
States; thus, State support for the application elements and
scoring is imperative to proper reporting.

Public Law 102-231 authorized block
grants to States for the purpose of providing prevention and
treatment services. Under the provisions of the law, States may
receive allotments only after an application is submitted and
approved by the Secretary. This submission provides States with the
forms and instructions for their applications so they can comply
with the requirements of the law and regulations implementing the
law. Beginning in FY 2000, prevention and treatment outcome
measures are included for voluntary reporting by States that have
data available.
