The Migratory Bird Treaty Act (16
U.S.C. 703 et seq.), as amended, authorizes and directs the
Secretary of the Interior to determine to what extent migratory
game birds may be hunted. For several species of game birds,
including the woodcock, this determination is based primarily on
biological information gathered through surveys. For woodcock, the
essential information is collected by means of the Singing Ground
Survey.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
