Withdrawn by DOL on 9/13/99 by Ira Mills. In resubmitting this package for OMB review, DOL will provide OMB with a complete data collection strategy for the Workforce Investment Act. This strategy will include at a minimum: (1) the proposed data elements to be included on the financial form; (2) the proposed data elements to be included on a participant form (i.e. a WIA version of the SPIR to begin use 7/1/00); (3) the proposed data elements to be included on the state performance report; (4) the frequency with which the state performance report will be collected; (5) any other information DOL can provide concerning the state performance report that will help OMB understand the nature of the collection, the reliability and validity of the data to be collected, and the extent to which any of the data requested would duplicate any current or proposed data collections under WIA. OMB notes that items 3, 4, and 5 were first requested by OMB in a meeting with DOL on 7/2/99. Since that time, OMB has made repeated verbal requests to the WIA implementation team for this information. However, to date, the information has not been received.

This request for emergency clearance of the WIA financial reporting instructions is requested pursuant to Public Law l05-220, dated August 7, 1998, and Interim Final Rule (IFR) 20 CFR 652 et al., dated April 15, 1999. Section 185 (e) and (f) require that States report quarterly all program and activity costs by cost category and by year of appropriation, any income of profits earned, and any cost incurred such as stand-in costs that are otherwise allowable except for funding limitations. Section 185 (g) requires that costs only be categorized as administrative or programmatic costs.
