Approved consistent with ED's memo to OMB of 7/26/99. In addition, the following terms of clearance apply: (1) The next submission related to this information collection will detail a comprehensive strategy for establishing a baseline for academic performance outcomes and measuring progress on academic performance against that baseline. (2) OMB notes that the portion of the study being cleared is a feasibility study and its purpose is to lay groundwork for ED's data collection efforts on this issue in subsequent years. Thus, this is not a representative study and therefore conclusions drawn from the study should be qualified as not being representative to a larger population. (3) The next submission related to this information collecion will provide a systematic and well-justified approach to remuneration of respondents. (4) The next submission related to this information collection will include an analysis that details requirements from the National Study and requirements from this SRI study and demonstrates that no overlap exists.

The evaluation of the Public Charter Schools Program (PCSP) is the first national study of Federal support for charter schools. The contractor, SRI International, will gather data on charter school policies and practices at the State, chartering agency, and charter school levels. The study examines the use of PCSP funds at these levels, assesses the impact of flexibility provisions in States' charter school legislation, and assesses the effect of charter schools on student performance. Respondents include Federal PCSP staff, State charter school coordinators, representatives of chartering agencies and charter
