Approved consistent with the meeting and subsequent memo on 11/28/00, as well as the clarification memo on the previous terms of clearance. It is ED's responsibility to address previous terms of clearance in the submission document. In the future, ED will insure that the terms are clearly addressed within the submission package. Incentives should not be tied to response rates; the incentive to the schools for parent participation should be given without regard to parent response rate. The goal of the incentive should be to encourage the school to inform parents and therefore encourage parental participation.

The evaluation of the Public Charter Schools Program (PCSP)is the first national study of federal support for charter schools. The contractor, SRI International, will gather data on charter school policies and practices at the state, charter school authorizer, & charter school levels. The study examines the use of PCSP funds these levels, assesses the impact of flexibility provisions in states' charter school legislation, and assesses the effect of charter schools on student performance. Respondents include Federal PCSP staff, state charter school coordinaors, representa- tives of charter school authoriing agencies, charter school, ....
