Section 5 of the Toxic Substances Control Act (TSCA) provides EPA with a regulatory mechanism to monitor and, if necessary, control signficant new uses of chemical substances. Once a use is designated a signficant new use, a person must notify EPA, at least 90 days in advance, of the their intent to commence that use.
