Abstract: The rules adopted in the Report and Order to allow two-way operations for MDS and ITFS will simplify two-way licensing and provide greater flexibility in the use of the allotted spectrum to licensees. These changes will eliminate market entry barriers for small entities. The Commission will use this information to ensure that MDS and ITFS applicants, conditional licensees, and licensees have considered properly under the Commission's rules the potential for harmful interference from their facilities.
