disclosure requirement to improve consumer awareness and FCC
tracking of cellular industry participants to improve the emergency
(911) system.

The attached Second Report and Order
adopts a new rule to help improve the ability of analog cellular
phone users to successfully complete wireless 911 calls. The Second
Report and Order also approves three methods for improving wireless
911 call completion. There are three paperwork burdens included in
this decision. Two of these are one-time burdens as described in
the attached supporting statement.
On behalf of this Federal agency, I certify that
