The Commission seeks three-year renewal of the Second Report and Order (R&O) in this proceeding. The R&O was adopted in May 1999, and enacted a rule to help improve the ability cellular users to successfully complete wireless 911 calls. This rule requires that analog cellular phones include a separate capability for processing 911 calls that permits those calls to be handled, where necessary, by either cellular carrier in the area.
