Section 209 of the Federal Land Policy and Management Act gives the BLM authority to convey mineral interest owned by the U.S. where the surface is or will be in non-Federal ownership if there is no known mineral values in the land or reservation of the minerals is interferring with or precluding appropriate non-mineral development and non-mineral development is a more beneficial use. The information collected assures the applicant is the surface owner and that other requirements are met.
