The rule provides field managers with
a set of tools that will permit management of fencing and occupancy
and creates a review and approval process for new uses and
occupancies. It sets standards of practice for all uses and
occupancies, provides for inspection and enforcement of new and
existing occupancies, provides for appeals, and incorporates
criminal penalties. The rule makes maximum use of existing State
and Federal regulatory requirements and complements the existing
surface management rules found at 43 CFR 3802 and 3809.
