Abstract: Public Housing Agencies can convert a development to tenant-based assistance voluntarily by removing the development or a portion of a development from its public housing inventory. PHAs will perform a conversion assessment first to support converting the units. Then, PHAs must develop and submit a conversion plan to HUD for approval.
