This information
collection is approved subject to the following terms of clearance:
1. OMB and the FCC recognize the importance of protecting consumers
from the costly abuses of slamming and cramming, as well as
ensuring that telecommunications carriers and providers a re Y2K
compliant, whether they provide network services or billin g
services. See OMB Memorandum 99-17, "Minimizing Regulatory and
Information Technology Requirements That Could Affect Progres s
Fixing the Year 2000 Problem." 2. OMB and the FCC also recognize
that the requirements of the Truth in Billing order (i.e., ensuring
that services are placed with the provider of such services and
identifying a point of contact for inquiries for each provider)
will significantly c contribute to mitigating the problems of
slamming and cramming. The FCC intends to issue an FCC Public
Notice implementing all such requirements within 30 days of
publication in the Federal Register, except with respect to those
considerations identified in #3 and #4. 3. OMB recognizes that the
"highlighting of new service providers" and "deniable/non-deniable"
billing change requirement s will, as a threshold matter, compete
with Y2K for resources and could complicate Y2K fixes. The FCC
intends to issue an FCC Public Notice extending the deadline for
such changes to no earlier than April 1, 2000. 4. OMB and the FCC
also recognize that small and medium sized telecommunications
carriers and providers may encounter diffi- culties with all
information collection requirements in the Truth in Billing Order
as a result of Y2K. The FCC intends to give substantial deference
to petitions for waivers from any require- ments for small and
medium size telecommunications carriers and providers, recognizing
that changes should be minimized until after April 1, 2000. 5. No
later than October 22, 1999, the FCC will file a change worksheet
with OMB indicating a revised burden estimate for this information
collection in accordance with the comments filed with the FCC on
this matter. 6. If the FCC issues an order on reconsideration of
its decision on the "highlighting new service providers"
requirement or on any other requirement, the FCC's action will make
the information collection approval for this requirement no longer
effective, and the FCC will resubmit an information collection
request to obtain approval.

The Commission has adopted final rules
to make consumers' telephone bills easier to read and understand.
Telephone bills do not provide necessary information in a
user-friendly format. As a result, consumers are experiencing
difficulty in understanding their bills, in detecting fraud, in
resolving billing disputes, and in comparing carrier rates to get
the best value for themselves.
On behalf of this Federal agency, I certify that
