The regulations at 43 CFR 3150 contain
procedures for conducting oil and gas geophysical exploration
operations on public lands. The Bureau of Land Management needs the
information to determine who is conducting operations on public
lands and that said operations are conducted in a manner consistent
with the regulations and environmental requirements in accordance
with the provisions of the National Environmental Policy Act.
Respondents are oil and gas operators who apply to conduct
geophysical activities on an as-needed basis.

1320.8(b)(3).
