ED's overall evaluation of the Regional Consortia Program. (2) In
developing the other components of the evaluation, ED will continue

(3) Published results of this information collection will be
qualified by the fact that results are the perception of the
respondents and not objective data measuring student outcomes. (4)
Consistent with the 10/26 memo ED will take all necessary steps to
maximize the response rate for this information collection.

The evaluation of the Eisenhower
Regional Consortia Program is designed to determine the quality and
effectiveness of technical assistance and professional development
activities that each of the 10 consortia provide to educators in
their respective regions. The evaluation is mandated by Congress
and is needed to provide information on the program in time for the
reauthorization of the program. In additon, the evaluation is
designed to provide information to measure the program's GPRA
performance indicators. Respondents to the surveys being submitted
for clearance incude State Education Agency staff....
